Do Not Carry the Smoking Battery: Why Li-ion Response Plans Need Pre-Incident Planning

Lithium-ion battery safety is often discussed in terms of prevention.
Use the right charger.
Avoid damaged devices.
Do not charge overnight.
Keep devices away from exits.
Store batteries properly.
Follow manufacturer instructions.
All of that matters.
But prevention is only one part of the safety system.
Schools and organizations also need a clear response plan for what happens when a lithium-ion battery begins to fail.
The FSRI Lesson: Conditions Can Deteriorate Rapidly
Research from UL’s Fire Safety Research Institute on e-scooter thermal runaway should get the attention of every school leader, safety coordinator, facilities director, technology director, transportation supervisor, and STEM educator.
In full-scale experiments, FSRI found that conditions can deteriorate extremely rapidly once thermal runaway begins. In one closed-bedroom experiment, the time from first visible smoke to battery-gas explosion was approximately 20 seconds, and flashover occurred within about 30 seconds of visible smoke. In another living-room experiment, sustained visible battery gas ignited within about 10 seconds.
The exact conditions in a school may be different from the research setting.
But the safety implication is clear:
A lithium-ion battery failure may not give staff minutes to debate the response.
It may give them seconds.
The Wrong Assumption: “Just Carry It Outside”
Many school procedures are built around good intentions.
If a device starts smoking, someone may think:
“Move it outside.”
“Get it away from students.”
“Carry it to the parking lot.”
“Take it to the custodian.”
“Put it in a safer location.”
That may sound reasonable during a planning meeting.
But it can be dangerous during an actual lithium-ion battery failure.
A smoking, hissing, rapidly heating, swelling, leaking, or deforming battery may already be in active failure. Moving it through a hallway, classroom, office, bus, locker room, or crowded event space may expose more people to heat, smoke, toxic gases, flame, or explosion.
A school response plan should not depend on an unprotected employee successfully carrying an actively failing lithium-ion device through an occupied building.
That is not a reasonable expectation for most school personnel.
The School Staff Response
For school employees, the priority should remain simple and clear:
Recognize.
Staff should know the warning signs of lithium-ion battery failure, including unusual heat, swelling, bulging, leaking, odor, discoloration, hissing, popping, smoke, flame, or a device changing shape.
Alert.
Activate the building emergency procedure. Notify administration. Use the fire alarm or emergency communication system when appropriate.
Evacuate.
Move students and staff away from the area immediately. Do not delay evacuation to investigate, locate the owner, save the device, or determine whether the situation is “serious enough.”
Call 911.
Emergency responders should be notified promptly. The caller should provide clear information about the type of device, its location, visible warning signs, and whether people have been evacuated.
Keep people away.
Close doors when safely possible. Prevent reentry. Do not allow students, staff, or bystanders to return for belongings or to observe the incident.
Fire suppression tactics belong to trained and equipped responders.
What Schools Should Plan Before the Incident
Pre-incident planning is the difference between a practiced response and improvisation.
Before an incident occurs, schools should answer:
Who has authority to stop use of a device?
Who activates the emergency response?
Who evacuates students?
Who calls 911?
Who prevents reentry?
Who communicates with administration, staff, and families?
Who provides information to responders?
Where are rechargeable devices commonly stored or charged?
Are devices being charged near exits, combustibles, paper, backpacks, upholstered furniture, or chemicals?
Are batteries visible and accessible enough for staff to recognize early warning signs?
Are staff trained not to carry an actively failing device through an occupied space?
Those answers should not be created during the emergency.
Where This Applies in Schools
Lithium-ion batteries may be found in:
Laptops
Tablets
Phones
Power banks
Vapes
Robotics batteries
Cordless tools
Cameras
Radios
Drones
Rechargeable sensors
Aviation equipment
Makerspace tools
Emergency lanterns
Athletic and travel equipment
E-bikes and e-scooters
That means the response plan should include more than the science department.
Administrators, teachers, technology staff, facilities personnel, custodians, security staff, coaches, transportation staff, club advisers, nurses, and front-office personnel may all be the first person to notice a battery problem.
The Standard of Care Connection

It is about reasonable and prudent action before something goes wrong.
A lithium-ion battery response plan connects directly to several duties:
Duty to Instruct: Staff must be trained to recognize warning signs and know the expected response.
Duty to Maintain: Devices, chargers, storage areas, and charging locations must be managed and inspected.
Duty to Warn: Foreseeable hazards must be communicated clearly.
Duty to Take Precautions: Procedures should reduce risk before an incident occurs.
Duty to Enforce: Charging, storage, and response expectations must be followed consistently.
A plan that depends on improvisation during a rapidly developing battery failure is not enough.
Final Thought
Lithium-ion batteries are safe until they are not.
When they fail, conditions may change quickly.
Schools should not build procedures around an employee carrying a smoking or actively failing device through the hallway.
The better approach is clear:
Recognize Alert Evacuate Call 911. Keep people away.
Plan before the incident.
Train before the incident.
Practice before the incident.
Do not improvise when seconds matter.
